The editor can draft text based on input in email.  Decisions are best 
for large or controversial issues.

I was intending to change the decision so that the header line is 
required for CSV.

It's a ReSpec issue; Robin (as maintainer of the refs DB) does not want 
to put transient material into the DB.

As this is a WD (and a NOTE), we can't under the same restrictions in 
order to publish.  Publish early, publish often.
