And why not to reference ISO/IEC 646:1991? It is not freely available,
but you can buy it at

It is not unusual to reference ISO/IEC standards from W3C specs. In this
case I don't think it is a harm that the spec is not freely available.
It is not reasonable to expect someone will need to look inside it. It
is there just for a correct reference.
