ACTION-452: Review UCR

This is in response to my ACTION-452: Review UCR.

I think the current UCR document is not publishable.
Requirements seem irrelevant at this stage and should
be dropped from the title, and Critical Factor Analysis
is also mostly irrelevant.
The main purpose of the UC document should be motivation
for RIF and illustrations how FLD/BLD address various
aspects of use cases.

Specifically, I propose the following:

2. Use cases
- the use of abridged PS is fine,
- delete all Motivates part
- add highlights about specific aspects of BLD which
are illustrated (eg, basic if-then rule, external builtins, 
constraints, import, remote query, naf, metadata annotations,
relations vs. frames, assert/retract, RDF/OWL integration ...)
- some features, not yet covered (naf, assert/retract),
can be kept anyway as a means to motivate Phase II
- I would add Gary's use case about the introduction
of Skolem function to illustrate limitations and how to
"solve" them

3. Goals
- this section is mostly fine but should move before the
Use cases and serve as Motivation
- drop references to CFA

4. Requirements
- could be deleted

5. Coverage
- irrelevant, should be deleted together with RIFRAF

6. Conclusion
- fine, can be reused if adapted to the new structure and contents
