The latter. Implementations of language matching in the future are at 
least a little bit likely to look at 4647 and implement language 
priority lists. Calling those functions will work, of course, with a 
"list" containing a single item.

That's entirely possible. I thought RDF would just copy the xml:lang="" 
construct if it appears (XML makes it legal??)
