The issue you raise, especially as it relates to URIs that might be
carried from one access mechanism to another, was also identified within
the W3C Device Independence Working Group.
In particular, see Section 3.1 of our Device Independence Principles

Many current problems with non-portable or non-persistent URIs could be
attributed to poor server-side design. Perhaps better guidelines are
needed for server developers. For example, a server should sensibly
interpret any URI that it itself generated, even for a different
delivery context. The W3C site itself demonstrates how consistent,
long-lived URIs can be implemented.
