No, I think you've made a conclusion jump.  If the guidelines require that the UA itself display the information we require, then we lock out some scenarios.  If instead, we require that all DNT signals result from the user's informed choice, we insist on a functional effect rather than a specific implementation and leave room for innovation without damaging our goals.
