Since the Change Proposals in question already exist, I think it would  
be fine to submit at least one of them tomorrow, and then submit  
revisions after the F2F. The Chairs have been extremely generous with  
time for revisions of initially incomplete Change Proposals. You do  
not need permission of the TF to submit an initial change proposal,  
although their eventual endorsement may help build consensus. It is my  
understanding that these proposals are essentially unchanged (other  
than minor revisions) for the past mnth.

The Chairs will discuss your request for an extension, but I at least  
would encourage you not to wait.
