[CSS21] 3 editorial modifications in § 15.5 Small-caps: the 'font-variant' property

I propose to

1- remove the "a" in "... is a created ..."

2- "lower case" in 1 word

3- change "letters" to "characters": I don't see why the sentence
unexpectedly mentions letters and then characters.

So, with those 3 modifications, it would read:

created by taking a normal font and replacing the lowercase characters by
scaled uppercase characters.
"
