I think participation and C2G lack some explanations. Participation can be viewed in very different ways. People can interact directly with the government or between them in order to build a consensus around a position that can be voted and proposed to the government. The first way can lead to a form of populism, the second way is what is generally viewed as a better and democratic kind of participation. Participation on the Web means doing public debates on line. On a debate people should be able to raise issues, write positions or arguments, post links to articles, blog post, videos. All these data must be interoperable...
