Proposed rewording for 8.2.3: "The URL bar may display a logo that is retrieved from a location that is given as part of the Web Site's content, or discovered in a well-known location. [FAVICON]" Let's use http://www.w3.org/2005/10/howto-favicon as the reference for FAVICON.
