[CSS21] response to issue 145b

This is the CSS WG's response to an issue you raised on the last CSS
2.1 draft (http://www.w3.org/TR/2003/WD-CSS21-20030915). We want to
publish CSS 2.1 as a CR in about two weeks. Please let us know this
week if you think our response is wrong.

    # Note that the default style sheet may change if system settings

    # limitations in a user agent's internal implementation, it may be

    This note seems rather useless. If there's no good justification
    for putting it in, then take it out.

CSS WG response:
    Changed to informative note: "Note that the user may modify system
    settings (e.g. system colors) that affect the default style sheet.
    However, some user agent implementations make it impossible to
    change the values in the default style sheet."
