Draft minutes XML Security call 26 Feb 2013 (and 2.0 status)

Attached are draft minutes from yesterday's XML Security teleconference, 26 Feb 2013. I scribed.

I took the editorial liberty of including link's to Jim's emails in the section discussing C14N2 as they are relevant to the discussion.

It is clear to me that we have new information since the 2.0 CfC was issued and thus I think we are not in a position to publish as Notes. 

Thomas, given the email thread, I think the default for a new charter should be to include the possibility of progressing the 2.0 work (at least we should seriously consider this).
