Yves: not sure how to implement this.

Christian: Sees use cases for it quite often.
Not sure how this kind of categorization could work. But seems useful at the object level.
Maybe no "targets" but a "lsc" (locale-specific content) category.
And for the value -> BCP-47 (more than "language")
