Annotation with Multiple, Independent Bodies

- Use case
- A user wishes to associate multiple resources at the same time with a single target, where the resources are independent of each other. For example, a user exports their browser bookmarks which contain a short note and several tags. Alternatively, tags may be extracted from the comment's text by an automatic process and added to the annotation. A second case is for providing multiple edits to a single section of text, each of which could be applied individually (given an appropriate patching mechanism).
