HTML Media Capture `capture` attribute is just a "hint"

Description:
The capture attribute of the HTML Media Capture spec is merely a hint. Documented use cases would really require invoking the file picker of the relevant capture control type. Started a thread (http://lists.w3.org/Archives/Public/public-device-apis/2012Jun/0031.html) about this on public-device-apis@w3c.org.
