Open issues
- Step 3: H42 doesn't cover the heading levels.
- Step 3: is user interaction required?
- Step 3 and 4: To determine correctness of the level also the other headings must be shown (or tested automatically).
- Step 5: Can this be estimated by only the CSS class?

- We should probably split this. There are clearly two tests here, are the headings really headings, and are there elements that should be headings but aren't.
- Step 2: I think empty headings are actually ignored by assistive technologies, so I don't think this is a failure.
- Step 3: Correct heading levels are not part of WCAG requirements as far as I'm aware
- Steps 3 and 4 can be combined.
