Open issues

Step 3: H42 doesn't cover the heading levels.
Step 3: is user interaction required?
Step 3 and 4: To determine correctness of the level also the other headings must be shown (or tested automatically).
Step 5: Can this be estimated by only the CSS class?

We should probably split this. There are clearly two tests here, are the headings really headings, and are there elements that should be headings but aren't.
Step 2: I think empty headings are actually ignored by assistive technologies, so I don't think this is a failure.
Step 3: Correct heading levels are not part of WCAG requirements as far as I'm aware
Steps 3 and 4 can be combined.
