SC comments process

1) Working group members will sign up as 'assignees' to resolve and work on individual comments/responses.

2) A proposed response can be drafted in Github and iterated there or on the list as needed.

3) We've created a ¨Ready to close¨ label that people can put on issues they think are finally ready to close.

Every week we will send to the list these 'Ready to close' issues and ask the group ¨Please push back if you object to closing any of these, otherwise the chairs will close.¨

4) When a comment will result in a needed change to an SC - we have created a 'Changes needed' label that can be added, and the assignee pings the chairs to inform them.

NOTE: This is NOT a CfC process just a lighter and more workable review process.
