Proposal - Drop F87
Content using :before and :after is supported in some user agents such as VoiceOver + Safari and is defined in the Text Alternative computation specification at http://www.w3.org/TR/wai-aria/roles#textalternativecomputation
As such it should not be a failure to provide text using :before and :after so long as that text is exposed to AT. I'm not sure support is currently there such that we should have a success technique but we should not have a failure for this.
