Peter to propose note to add to WCAG2ICT guidance either for change of context glossary term or to 3.2.1/3.2.2 that is appropriate for the non-web software context

New Note needed for EITHER "changes of context" glossary term AND/OR "SC 3.2.1: On Focus" to clarify the OLE situation: doing a change in chrome (e.g. writer to calc) IS a change of context, BUT that happens not "on focus", but rather by actively double-clicking (ENTERING) to get into it, and actively exiting (ESC) to leave it.
