Sites can make assertions about their privacy practices.

Users can express their privacy preferences.

The interaction between the site and user is flexible. Users can find the level of privacy most appropriate for their sense of privacy and the type of interaction they wish to have with that site.

For example,

I am only willing to give my postal address to sites where I order products, and release information about my sports interests only to those that provide customized sports news services.
