The intention of the W3C:
Deliver a Proposed Recommendations for a suite of XML tag sets covering the
core document idioms, tables, forms, and to look at how these can be combined
with other structural and presentation tag sets defined by W3C
Guidelines and tools for transforming HTML 4.0 documents to be well formed
