Options:
1. Revert letter-spacing and word-spacing to single value properties.
Note this means you can't use tracking *and* justification together.
2. Allow two-value letter-spacing and word-spacing,
where the second value is a keyword indicating justification is ok.
3. Keep the spec as-is.
4. Define a mandatory justification algorithm to get "interoperable" results.

P.S. fantasai thinks #4 is a non-starter. It is there for completeness.
