Using padding/margins for spacing inline elements (e.g. as we're recommending for the edges of letters-paced emphasis elements, or as used to space out links so they can have :hover backgrounds etc.) doesn't work well with the padding-skipping behavior we have in CSS. If you strike through a paragraph, for example, there will be random gaps in it. We could add a value to text-decoration-skip so that authors can request an element's decoration to extend to its margin edges.
