Notes

• Need a plan for both internal (W3C) group review and external.
• We probably want review by other groups at different times. For example, we may want earlier security and privacy review, but lower level technical review might occur when architecture/requirements first appears.
• For some groups we will want review. But for others we will want to socialize our ideas incrementally, so that we do not get too far down a path only to find that it does not make sense for another group on which we depend.
