The Web: Sharing, Group Memory, and Communication
A portion of the Member Web site will be reserved for each W3C group. It
is each group's responsibility to maintain its own archives (minutes, mailing
lists, etc.) at this space.

3.2.4 Communication of the process document
A home page and a mailing list are more than just an administrative convenience:
they are aspects of a group or small community with goals, history, and shared
context. Keep in mind the other aspects that these groups often have:

a written charter that states the purpose, goals and policies of the group,
and the contract between this group and other groups

a leader or chair who takes responsibility to see that the goals are met,
the policies are followed, and in general, that issues raised by participants
are resolved to their satisfaction

periodic meetings (face to face, teleconference, IRC, etc.) to provide more
direct interaction
-
documents under consideration
-
other related groups and resouces
-
tasks and assignments
-
a hypertext archive of the mailing list
-
periodic postings to the mailing list to keep all of the above fresh in the
minds of all the participants
