HTML legacy content: how to represent the metadata?

Description:
We have a representation mechanism for metadata in HTML5 and in XML. What to do about legacy formats? I assume that this is urgent since real life implementations need to deal with HTML4, HTML 3.2 etc.
Thoughts, proposals etc. are very welcome.
