While the extensibility of mrk in XLIFF 2.0 is still under discussion we are able to use the single value ref in mrk and then a pointer rule to equate that with the relevant ITS standoff ref.

So we stick with requiring pointer global rule for referring to standoff mark-up from mrk element ref attributes in XLIFF 2.0 - primarily this affects locQuality Issues and provenance.

the xliff1.2 use case that required global proveance pointers to link to phasegroup content was found not to work. As this was the only use case for these (non-standoff) pointers it was decided to drop these from provenance.

as there were no pending decision in relation to pointers and LXIFF this action is closed.
