Clarify the url resolving behavior for when there are duplicate ids in a document

Description:
The spec doesn't say how URLs should be resolved when there are multiple possible matches in the document, eg. if there are two or more elements with the same 'id' attribute value.

Should we refer to the algorithm used for getElementById? https://dvcs.w3.org/hg/domcore/raw-file/tip/Overview.html#dom-document-getelementbyid
