Investigate requirements for CSS pseudoclasses (e.g :target)

Description:
The :target pseudoclass is already widely supported in svg content in browsers, see testcase[1], but :target is not one of the required pseudoclasses in SVG 1.1 [2]. If :target was required it might e.g be used to style the highlight of the polygon in linking-uri-01 [3].

Investigate if there are other CSS pseudoclasses that would be nice to have apply to SVG content.
