Description:
CSS3 animation provides a model that looks a lot like a single interval in the SML timing model. When combining SMIL with CSS3 animations for SVG, it is likely to be simple enough to treat the CSS animation as a single layer in the SMIL animation sandwich.
What happens when the animation target is specified as 'inherit' needs to be analyzed and specified to define the behavioour in that case.
