ISSUE-2347: Define 'pt' to be 4/3 of a 'px'

Define 'pt' to be 4/3 of a 'px'

State:
RAISED
Product:
SVG 2
Raised by:
Anthony Grasso
Opened on:

Description:
CSS will be defining 1pt to be 4/3 px. The main reason being that currently there is a miss-alignment with other web technologies. See CSS Issue 149: http://csswg.org/spec/css2.1#issue-149

Currently in SVG "1pt" equals "1.25px" (and therefore 1.25 user units). SVG should change the size of 1pt to align with CSS. A quick search indicates that 'pt' is not used as a default unit anywhere so there will be minimal impact if this unit of measurement is changed.
