ISSUE-2303: Non mandatory fragments on use

Non mandatory fragments on use

State:
CLOSED
Product:
SVG 2
Raised by:
Chris Lilley
Opened on:
2010-02-04
Description:
use was originally designed to point to symbol libraries, so mandates a fragment to identify the symbol explicitly. But it should be allowed to point to a whole svg file (as a single symbol) thus the fragment should be optional, not mandatory.
