Description:
The text of the "Cleaning up the wording of the underlying value being the identity transform" erratum was text backported from 1.2T, but after the erratum was created, the text in 1.2T changed. We should update the erratum so that it is clear that the underlying value of a scale transform is 0,0 and not 1,1, since that is what the 1.2T spec and test suite now require.
