ISSUE-2187: Properties shouldn't have different possible initial values

property-initial-values

Properties shouldn't have different possible initial values

State:
RAISED
Product:
SVG 2
Raised by:
Cameron McCormack
Opened on:
2008-11-24
Description:
In SVG 1.1, the 'overflow' property has a different initial value depending on where it is used. This doesn't seem right. Instead it should have one initial value that computes differently depending on where it is used.
