The World Wide Web Consortium was initially created in 1994 with the help of seed funding from the U.S. Defense Advanced Research Project Agency, DARPA. This funding was provided in coordination with the Information Infrastructure Technology and Applications Working Group of the High Performance Computing and Communications program.
W3C's work on Semantic Web Development is supported by an additional grant under the DARPA Agent Markup Language (DAML) program.
The Consortium is indebted to DARPA both for this initial financial support, and for ongoing research activities supporting the growth of the Web.
The Web community as a whole is grateful for DARPA's continued role in the funding of Web-related research at institutes throughout the USA, not to mention for the initial development of the Internet!
