I'm not sure if anything is supposed to be normative in this section, but it seems like the exceptions are handled well enough in the descriptions of the functions that throw them. (Also, it starts with "Event operations may throw..."; the "may" probably isn't meant to be a RFC2119 keyword.)

I noted the non-normative nature of this secton 3.6, and corrected the use of "may".
