4.4.9 The footer element

Similarly is it appropriate to say something like

        The footer can also be included at the bottom of each
        corresponding page when printing an HTML document.

Change Description: no spec change
Rationale: I don't think I've ever seen anyone print what would end up in a <footer> on multiple pages. That would be quite strange.
