1.4.3 XML Schema anyURI
For interoperability, WSDL authors are advised to avoid the US-ASCII characters: "<", ">", '"', space, "{", "}", "|", "\", "^", and "`", which are allowed by the xs:anyURI type, but disallowed in IRIs.

Is there any interation with the HTTP binding?

This is general advice in WSDL. It applies to Part 2 as well, but Part 2 users already need to be aware of Part 1.
