I noticed Push API directly refers to "System Messages" as defined by SysApps' [runtime] spec. Based on the Note at the top of [runtime], it appears work on that spec has stopped. As such, the Push API spec needs to "resolve/address" the dependency on the System Messages feature

The Push API spec no longer references SysApps' runtime spec so this bug is now
considered invalid <https://w3c.github.io/push-api/#references>.
