Currently the description for the menu element declares that "The menu element represents a list of commands."

Both the ul and ol elements have similar declarations, and both of those can only have li elements as direct children, but this isn't the case with the manu element that can have menuitem, li or flow content.

I think that the initial description needs to be made a bit clearer in order to remove this implication.

e.g. "The menu element represents a number of commands" or "a group of commands".

This is out of the CR draft now, so removing the CR keyword.
