We should spec scoped <link> sheets. * Allow <link> in the body, if rel="stylesheet", rel="stylesheet alternate" or rel="alternate stylesheet", and the scoped="" attribute is present. * Specify scoped="" like sizes="". This is blocked on getting implementation experience of <style scoped> unless browser vendors prefer to do this one first (in which case, please reopen this bug when you're ready to implement it).

Implementation of <style scoped> is still not comprehensive, so I haven't looked into this yet.
Given that <style scoped> is being considered for removal, marking this WONTFIX.
