The indication of the language of the description may be useful. Having
additional information on the language may be important for rendering. We also
need a way to provide messages in different languages.

The joint QT WGs decided on 5/18/2005 to respond to this comment by adding a
note to the description of the fn:error function saying that "The value of the
$description parameter may need to be localized"
