Currently, those attributes reflects the content attribute as an URL so when the content attribute is the empty string, it will return the base URL but the form submission algorithm specifies that when action="", the submission URL should be the document location.
It would be nice to have the IDL attributes reflecting this specificity.

Testcase in the URL.

Opera 11, Gecko 1.9 (and trunk) and IE6 return the empty string.
Webkit returns the document location.

So, no one returns what the spec require: the base URL. I guess we should change the spec to follow what is the legacy behavior or spec the logical one which might not be too dangerous if Webkit did it.

Checked in as WHATWG revision r5785.
Check-in comment: make .action and .formAction handle the empty string more like the content attribute gets processed, for sanity (even though that value is technically not valid anyway)
