Description:
Some ttm: elements (ttm:agent, ttm:copyright, ttm:desc, ttm:title) are currently allowed as direct children of an element. This seems inconsistent.

Should ttm:* elements be required to be children of a <metadata> element (i.e. disallow ttm: elements as direct children of the elements they apply to)?

Should all ttm:* elements be handled consistently as to whether they are direct children or not?
