Description:
While in the EBU-TT-D spec, where the features #linePadding and #multiRowAlign are defined, the attributes ebutts:linePadding and ebutts:multiRowAlign can only be children of the tt:style element this is different in IMSC 1. EBU-TT-D does not allow "inline styling" but IMSC 1 does. Therefore both attributes should be allowed as attribute children of the tt:region element and content block level elements (tt:body, tt:div and tt:p). This should be added as information in section 7.4 of IMSC 1.

As the EBU Subtitle group confirmed that ebutts:multiRowAlign can only apply to tt:p and that the style attribute is inheritable the edit in https://dvcs.w3.org/hg/ttml/rev/0e65be56b077 resolves the issue.

The following note (introduced in https://dvcs.w3.org/hg/ttml/rev/188a78631c32) in section 6.8.4 could possibly be ommited:

"[EBU-TT-D] specifies that the attributes ebutts:linePadding and ebutts:multiRowAlign can only be a children of the style element"

...or changed to

"In contrast to IMSC1 [EBU-TT-D] specifies that the attributes ebutts:linePadding and ebutts:multiRowAlign can only be specified on the style element"

Reasoning:

Users who not are not to familiar with TTML "language" may assume that IMSC is as restrictive as EBU-TT-D. The feature definition in IMSC says:

"A transformation processor supports the #multiRowAlign feature if it recognizes and is capable of transforming values of the ebutts:multiRowAlign attribute specified in [EBU-TT-D]."


So it may be clearer to either use the same terminology as in the extension provision ("specified on" instead of "children of") or to leave the note out.
