Description:

Grammar issue - the Note on §4.5.2 [1] doesn't read as a complete sentence - it needs a predicate!

I think this just needs to be expanded to describe that care needs to be taken when creating progressivelyDecodable documents not to violate the rules especially when placing the elements described.
