Description:
Appendix M Concrete Encoding [1] contains a note indicating that >, &, and < named character entities are defined by XML1.0. This list should also have included ' and ", which are also defined by XML1.0 [2].

I propose adding these to the TTML1 Errata [3] as follows:

In Note in Appendix M, change

"... are defined: &amp;, &lt;, and &gt;"

to read as

"... are defined: &amp;, &lt;, &gt;, &apos;, and &quot;."
