See Section 6.9 at ST 428-7.

It shall be possible to introduce inline space of arbitrary linear dimension in the current progression direction. The space shall be expressed in units of em and shall be no less than -1 em.

Related notes:

This appears to be a request to support the CSS2.1 width property as applied to inline elements. How about min-width and max-width? On the other hand, what is a negative width (-1em)? That seems to be a request for margin on inline elements (since margin can be negative), but margin isn't supported on non-replaced inline elements in CSS.

Add tts:width for use on span, which forces span to be formatted using inline block display semantics, and thus allowing width of inline to be specified. N.B. in CSS, inline display semantics ignore width, so we need to treat as inline-block to get width semantics.

Reopened. The proposed solution does not allow negative spacing, as allowed in SMPTE ST 428-7 referenced by the liaison.
