Description:
In 10.4 (last bullet) we have:

If the governing time mode is clock, then time expressions must be interpreted as equivalent to wallclock time expressions in [SMIL 2.1], where the applicable wallclock used is determined by the clock mode parameter.

We need to define what a clock time with a frame part means (as opposed to a fraction, which is the only value allowed by SMIL 2.1);

Suggested fix is to make specifying frames an error in this context.
