In section 12.1.1 the following Note appears:

The meaning of a specific metadata item must be evaluated in the context of where it appears. The core vocabulary catalog permits an arbitrary number of metadata element children of any non-empty element type except for the body element. See specific element vocabulary definitions for any constraints that apply to such usage.

According to the content model for <body> is does allow an arbitrary number of metadata elements. Propose strike the words : "except for the body element"
